Replication Site Guidelines
All certified Parent-Child Home Program replication sites must adhere to the following mandatory guidelines in order to maintain certification:
Site Coordinator must be trained by the National Center
Home Visitors must be trained by a Site Coordinator
Sites serving 60+ families must have a second Site Coordinator, full-time or part-time
Sites must provide a minimum of 23 weeks (46 home visits) of services per Program Year
Site Sponsorship & Funding
If you are interested in bringing The Parent-Child Home Program to families in your community by starting a local replication site, please read the following section thoroughly and then contact the National Center for more information.
Each Parent-Child Home Program replication site is independently operated by a local sponsoring agency pursuant to a Replication Agreement with The Parent-Child Home Programs National Center. The local sponsoring agency can be a school district, an individual school, a social service agency, a community-based organization, a community health center, a public library, a family resource center or other similar local entity.
Each replication site must follow the Program guidelines and key elements set forth by the National Center and adhere to the principles on which the Program was founded. Annual assessments determine whether or not a Parent-Child Home Program site may continue to operate as an authentic replication of the Program using the Program name and its copyrighted materials. Each site develops and maintains its own sources of funding, often in consultation with and utilizing technical assistance from the National Center.
Individual replication sites receive funding from a wide variety of sources. These sources include federal Title I funds for disadvantaged students, federal Even Start funds, Early Head Start, state education funding, state public welfare funding, state and local funding for literacy, parenting education/parent involvement, and adult education, local school districts, corporations, private social service organizations, community foundations, and individual donors, among others. The National Centers Replication and Resource Development Director offers guidance and support to sites.

In order to operate an official Parent-Child Home Program site, you must be trained and certified by the National Center. Interested individuals or organizations should contact the National Center to begin the replication process.
The Site Coordinator/Administrator Training Institute focuses on the methodology and research on which the Program is based and validated, implementation of the Program on the local level, administering the Program, hiring, training, and supervising Home Visitors, and the ethics and essentials of conducting effective home visits. Additional sessions during the Training Institute include choosing appropriate books and educational toys for the Program, assessment and evaluation, use of the Programs web-based management information system, and linking with other community agencies and assisting families in accessing other social services available to them.
The Training Institute ensures that Site Coordinators understand the theoretical basis of the Program and are familiar with longitudinal studies on the Program as well as with related early childhood research. It is critical that Site Coordinators communicate the core values and fundamental spirit of The Parent-Child Home Program to their Home Visitors so that every family that participates in the Program experiences the same quality of service.
The training also emphasizes the ethics of delivering home-based services, particularly the importance of respecting families privacy and being not only sensitive to, but informed about families ethnic and cultural heritages.
All new Site Coordinators are provided with curricular and administrative materials, including videos of home sessions, and an unlimited support and advice from our Training, Research, and Resource Development staff and other experienced Site Coordinators and Administrators.
Following the initial training, National Center staff members are available by telephone, email, and in-person to assist site staff. Consulting services are also available for all replication sites.
A comprehensive site certification process takes place after a site has completed two full years of Program implementation in order for the site to be certified as an authentic Parent-Child Home Program replication site. Sites are then recertified annually.
