South Carolina
In 1998, The Parent-Child Home Program established a South Carolina Regional Training Center. The Regional Training Center provides training and technical assistance to Parent-Child Home Program replications in South Carolina and elsewhere in the southern United States. The Parent-Child Home Program Regional Training Center is housed in Florence, S.C. School District #1.
RESEARCH HIGHLIGHT: FIRST GRADE SKILLS ASSESSMENT
The Parent-Child Home Program Florence School District #3 site in Lake City the oldest continually operating program in the State in place since 1994, serves 45 families. A 4-year study of children who have completed the Program and entered 1st grade indicates that Parent-Child Home Program children performed markedly better on the statewide first-grade test than their counterparts, free-lunch eligible children statewide and in the district.
The study shows that 84.8% of Parent-Child Home Program first graders receiving free lunch passed the Cognitive Skills Assessment Battery (CSAB), but only 74.4% of free lunch eligible children statewide passed. Similarly, passing scores were achieved by only 75.6% of all African American children statewide but by 84.0% of the at-risk Parent-Child Home Program African American children. Program participants who are free lunch eligible passed the school readiness test at 10.4% higher rate than non-participants. African-American Program participants passed at an 8.4% higher rate than African-Americans who did not participate in the program statewide.
The study reviewed 4 years of Parent-Child Home Program graduates who entered first grade in 1997-2000. Seven of the 84 children in the study entered the program in 1994 after being diagnosed with severe development delays. These children, all of whom failed the test and are now receiving special education services, are, because of their level of disability, atypical of Parent-Child Home Program participants. When the CSAB data is analyzed without their scores, the pass rates for Program participants compared to their peers are even more dramatic, 93.1% of Parent-Child Home Program children receiving free lunch passed and 92.7% of the Parent-Child Home Program African-American children passed. These scores exceed the state passage rates for these groups by 18% each.
The Parent-Child Home Program served approximately 840 families in the state of South Carolina during the past year.
